Dingo's probably not going to get banned for pretending to be in the league bc its not against the rules. It's still shitty though and I'm sure he'll learn his lesson when nobody decides to play him anymore

It's always good to .scw1 in channel to make sure your opponent is in league before playing them. There's no rules against what he did because sword can't force someone to register their name but it is scummy of him.
