You can access it too you know.

My overal experience is that you can't get a game on Korea unless you can play on 24 turnrate with people from Korea. They all host their games on 24 turnrate and won't compromise. People not from the east asian region can't play on that with Koreans. So my experience has been just talking with people on there in channels.

Basically, on turnrate 24 you get 24 turns to do something within a second. In the case of turnrate 24 it comes down to one turn per 42ms, as 1000ms divided by 24 is 41.66666ms(rounded up to 42ms).

Latency Low, High and Extra high function as multipliers. The base multiplier is times 1. Low latency is times 2 on top of times 1, in short times 3. Turnrate 24 on Low latency is 125ms/126ms for each turn. High is times 4 at 167/168ms. Extra high is times 5 at 208ms/210ms.

See table for reference:

In short, always test HIGH latency first if the game is lagging even slightly. Don't instantly go for EXTRA HIGH latency because that's just extra ms added per turn.
And as you can see in the table, Turnrate 8 Extra high is three turns per 2 seconds. Koreans consider everything below TR20 LOW to be lagg because micro becomes significantly harder and for some specific forms of micro impossible the lower the turnrate goes and the higher the MS goes.
